Hampton Academy Renovation/Addition Project 
Roles and Responsibilities

 

The Hampton School District voted in the March 2017 Annual School District Meeting to complete a building project of renovation and addition to the Hampton Academy Middle School with a project budget of $25,950,000.  A super majority vote approved Article #1 on the 2017 ballot.


School district leaders will work with our team of NH-based project partners:  Bonnette, Page & Stone of Laconia as Construction Manager; The H.L. Turner Group of Concord as principal designers; and Trident Project Management of Salem as the District’s Owner’s Project Manager (OPM).  We will rely on the expertise and advice of our partners throughout the project.  It is important to note that the Hampton School District and the Hampton School Board, as the District’s governing body, will make or agree upon the District’s final decisions as necessary.


Project Roles, Responsibilities and Resources

The Hampton School Board assumes overall responsibility for the comprehensive implementation of the project. The Board has identified four (4) essential elements to be addressed in the implementation of this project. Those tasks are:

1. Design, implementation, and administration of the construction project itself;
2. Financing of the project by municipal bonding and other means available;
3. Execution of the transfer of adjacent lots from the Town of Hampton; and
4. Communication of the progress, milestones, and success of the project.

The School Board assigns specific responsibility and authority to committees, small groups, and staff for the above-listed tasks as follows:


1. Hampton Academy Project Leadership Team

The Project Leadership Team will be responsible for the primary task of completing the project. That team will meet routinely to administer the project and maintain focus on project deliverables, timelines, costs, and the reporting of their progress to the School Board. The team members will include four senior leadership staff of the School District and representatives of the three lead project partners (OPM, Architect, CM).

The Project Leadership Team is expected to meet at least bi-weekly throughout the project and will meet weekly and additionally as circumstances warrant.  Trident, our OPM, will facilitate all meetings.  Preconstruction phase meeting notes will be recorded by the Architects.  When o n-site construction begins, the Construction Manager will record meeting minutes.  An accurate project record is very important to the success of such an endeavor.  The School Board will be provided a project update at each regular Board meeting.  Our OPM will lead efforts to foster cooperation among the project team members, manage costs, manage claims, track budgets with the School District, and review regular billings by the Architect, CM, and third-party consultants, for processing of payments by the District.  The Architects will provide site reports and provide construction administration of design intent.

2. Project Finance Task Force

The approved project Warrant Article authorized the School Board to issue long-term municipal bonds in order to finance the project.  The Project Finance Task Force will draw on internal and external resources to complete the application process for bonding.  Alternative funding sources will be explored throughout the project including:  E-Rate reimbursements for eligible technology purchases; withdrawal of local Impact Fees to offset project costs or subsequent debt service; possible future NH State Building Aid funding or reimbursement; and bond investment proceeds.  Reports will be provided to the School Board as actions are needed or new information becomes available.

3. Property Transfer Task Force

The School Board and Board of Selectmen have final authority to execute the terms of the property transfer described in warrant articles approved at the 2016 Annual School District Meeting and the 2017 Annual Town Meeting.  The Property Transfer Task Force will coordinate that matter and report to the School Board as actions are needed and new information is available to be shared.

4. Hampton Academy Building Committee

The Building Committee will serve an important advisory role for the project.  The School Board and the Project Leadership Team will engage the Building Committee for general review and feedback on multiple project data, timelines and schedules, budget considerations, and implementation decisions.  


The Building Committee will meet on a regular basis to consider the information presented by the Project Leadership Team, staff, or others with the frequency of up to monthly sessions.  A primary function of the

Building Committee will be to serve as a public forum for the review and publication of project updates, news and announcements, timeline achievements, and impacts to the larger community (including the availability of outdoor athletic field space and indoor activity space during construction).  The Committee will also provide a setting beyond the School Board meetings for public input concerning the ongoing project.


The Building Committee will include representatives including a School Board member, two Hampton Academy teachers, two parents, and a community member.  There will be members of the Project Leadership Team present for Committee meetings as well.
